Since december 2020, millions of people got vaccinated against Covid. According to the german Paul Ehrlich Institute, in Germany there is one serious side effect for 5000 vaccinations. The German Minister for Health confirms serious secondary effects of the Covid Vaccine

In march 2023, Karl Lauterbach, Germany’s Minister for Health, informed in an interview with the official german TV station ZDF about the existence of very serious side effects of Covid Inoculations.  

« These cases are absolutely shocking. (…) To be honest, I’m very sorry for these people. There are very severe handicaps, and some of them are likely to be permanent. (…) We don’t have medicaments for a treatment yet. (…) The indemnification questions are often quite delicate. » (Karl Lauterbach, Minister for Health of Germany, 2023)

The minister mentioned in the interview the number of “one serious vaccine side effect for 10 000 injections”.

But, according to a report from may 2022 of the Paul Ehrlich Institute (PEI), one of Germany’s official institutions for public health, there is one « serious side effect » for 5000 inoculations. 

Page 2 of the official PEI-Report informs that there are 0,2 declarations of « serious side effects » (schwerwiegende Reaktionen) per 1000 inoculations. This means, that with 5000 inoculations there is 1 serious side effect. (Precision : 0,2 x 5 = 1 , and 1000 x 5 = 5000)).

What is a serious side effect of a Covid Vaccination ? The definition of the german Paul Ehrlich Institute.  

The Paul Ehrlich Institute gives a definition of a « serious side effect » (schwerwiegende Nebenwirkung), by refering to the german pharmaceutical law (page 23 of the PEI Report from may 2022 quoted above):

« Side effects, that are fatal or life-threatening, that require a hospital treatment or the prolongation of a hospital treatment, that lead to permanent or serious handicap, invalidity, congenital anomalies or birth defects. Additionally, all undesired reactions that are of particular interest after a Covid 19 vaccination, are classified as « serious », independently of the legal definition for « serious » in the german pharmaceutical law. » (Paul Ehrlich Institute)

Although the german minister for health has officially confirmed the principal existence of serious side effetcs, each individual case raises the question of a causality between the Covid inoculation and the health problem. Thus, each case is likely to be subject to an administrative examination by public authorities. For this reason, the term « suspected adverse drug reaction » is used in this article (in the USA, the term « vaccine adverse event reporting system (VAERS) « is used too).

Which kind of secondary effects and « suspected adverse drug reactions » of a Covid vaccination are possible ?

Side effects can be of various nature, from negligible over moderate to fatal. They can be temporary or permanent. There can be side effects that are still in a recovery process (with an open final outcome), and side effects that are resolved, but that leave the patient with permanent sequelae.

There are official registries of public health agencies that list cases of suspected adverse drug reactions after Covid Inoculations. In the United States, these data is managed by the Centers for Disease Control and Prevention (CDC) and the Food and Drug Administration (FDA).  

In Europe, the European Medicines Agency (EMA) has a public register (Eudravigilance) for these cases. Only those cases that are reported (by the individual patient or his doctor) can be counted. Suspect cases that are not reported to Eudravigilance can logically not be counted.

Eudra Vigilance has reports on 27 reaction groups : cardiac disorders, vascular problems, metabolism disorders, psychiatric problems, pregnancy problems, undesired immune response, nervous system disorders (Guillain-Barre Syndrome etc), reproductive system disorders (erectile dysfunction, menstruation disorders etc) and more. Each of these reaction groups has various sub-categories corresponding to the concrete suspect disease of the patient.

How many cases of suspected adverse drug reactions were reported after Covid-19 vaccination to Eudravigilance ?

On the website of Eudra Vigilance the number of suspected side effects of the Covid-19 vaccines can be consulted.

The info portal is to be used in the following way : On the website, you have to select the column « suspected adverse drug reaction reports for substances », then select the alphabet letter C (for Covid), and then scroll down the list until you reach the substances for Covid vaccination including ModeRNA, Janssen etc. Then you have to click on one of the inoculation substances (14 substances are listed in august 2024), and then check the column « number of individual cases for a selected reaction «  (see the example below for the Pfizer Biontech vaccine Tozinameran).

If you want to know the total number of adverse events reported for all different Covid vaccines (14 in august 2024), you have to manually add all individual reports.

Below you see a compilation done by the author of this article in january 2023. For each commercial name of the inoculations, you can see the suspected adverse drug reactions for the 3 categories « fatal » + « not recovered » + « recovered with sequelae ».

How many people got Covid vaccinations ?

The World Health Organization (WHO) informs about the number of people that received Covid inoculations. The percentage varies strongly from one country to another. According to the WHO dashboard  the number of people with « at least one dose of a Covid 19 vaccine » is as follows (update from august 2024 for a few selected countries):

What are the indemnification rules for confirmed vaccine-induced side effects of a Covid vaccination ?

The german minister for health stated in his interview in 2023 : Indemnification for confirmed vaccine-induced health problems after a Covid Vaccination is a sensitive subject.

The European Commission informs on its website, that the EU member states have to indemnify the producers of Covid Vaccines :                                                                                                                   

« In line with EU product liability rules, liability remains with the company. However, in order to compensate for potential risks taken by manufacturers due to the unusually shorter timespan for vaccines development, the APAs provide for Member States to indemnify the manufacturer for possible liabilities incurred only under specific conditions set out in the APAs. » (EU Commission Website)                                                                   

In some countries there are public organisms that are in charge of indemnifications of victims of « medical accidents », as for example ONIAM in France. 

For concerned citizens, the following questions are interesting to be answered : how high are the concrete budgets of these national indemnification organisms or programs ? Which system of indemnification is applied (ex. an indemnification based on a fixed scheme per disease (maybe degressive by age), or an individually fixed compensation amount after an individual analysis of the patient ? etc.)  

What are the rules to report a suspected adverse drug reaction after a Covid vaccination to Eudravigilance ?

Suspected adverse drug reactions can be reported by citizens and physicians, by using the respective formsheets of the country of residence.

In France, there is the formsheet Cerfa 10011*07 .   

In Germany, an information can be done on the website of the Paul Ehrlich Institute .

In Austria, the information can be done on the website of the « Bundesamt für Sicherheit im Gesundheitswesen » (BASG).

Please remind, that only those suspected adverse drug reactions that are reported, can be treated (and – if recognized – be indemnified) by the public authorities.
